Managing Authority :

The managing authority is the Regional Council of Guadeloupe. He is responsible for the management and implementation of the program in accordance with the principle of sound financial management. Missions are as follows:

– financial responsibility for the entire program;
– verification of the eligibility of actions;
– Agreement and payment processing for selected operations;
– coordination of the missions of audit and certification authorities,
– establishment of procedures ensuring the certification of expenses;
– information and communication about the program;
– supervision of the Joint Secretariat and monitoring of its activities;
– preparation, organization, and monitoring of committees;
– presentation to the Commission of reporting documents;
– evaluation of the program.
