CAMBIONET INTERNATIONAL NGO, FOR A REGENERATIVE AND SYMBIOTIC BIOECONOMY IN CARIBBEAN AND AMAZONIAN TERRITORIES

Faced with alarming figures regarding food dependency, the degradation of rural areas and natural resources, unemployment, and insecurity, compounded by the current health crisis and geopolitical instability, it necessitates the construction of a shared strategic vision. Efforts should be made to jointly steer this vision to achieve results on significant scales for lasting impact and to build resilience. In this context, agriculture can serve as a true strategic lever, incorporating the use of both traditional and cutting-edge scientific technologies for small-scale production and agro-transformation for food valorization, integrated within circular economies and distribution schemes designed on the scale of connected, intelligent, and attractive territories.

CambioNet International NGO aims to address this challenge through the mobilization of countries within the major geopolitical blocs of the Greater Insular Caribbean and Continental Caribbean, i.e., the Greater Antilles, Lesser Antilles, Guiana Shield, and the Caribbean facade of Central America. “The objective we pursue is threefold:

  1. Define an integrative and unifying strategic framework for the agroecological, food, climate, and bioeconomic transition of diverse agricultures in the Caribbean/Amazon region, in response to the major challenges we are addressing;
  2. Drive a strong dynamic of innovation in a network to enhance the economic and environmental performance of diverse agricultural operations, especially those of small scale, essential for the viability of our territories. They play a crucial role in ensuring food security, maintaining rural fabric by making it more attractive in terms of employment for younger generations, and adapting to climate change;
  3. Co-build public policies capable of supporting this transition and ensuring its medium to long-term impacts.”

Pour ce faire, nous prévoyons une articulation étroite entre la mutualisation des compétences et des savoirs (réseaux d’agriculteurs, de recherche et formation, de conseil et d’innovation, bibliothèque numérique, open data), les approches participatives au sein de dispositifs pour l’innovation ouverte (living labs in networks), supporting solutions (incubators et start ups), up to the beneficiaries (territorial action plans).

The long-term integration of this action is planned through the implementation of sustainable development tools via the NGO CambioNet International, the consolidation of network synergies (Biodiversity, Innovation, Agroecology, Adaptation to Climate Change, Bioeconomy, Public Policies), and the contribution to the establishment of sustainable development policies for the Caribbean/Amazon.

The fulfillment of the ambition carried by the CambioNet project (Interreg V Caraïbe, 2021-2023) et now CambioNet International NGOcrucial for a large-scale integration of key principles for the sustainable development of our Caribbean/Amazon region, cannot be achieved without the will and involvement of governments and regional institutions, whose validation and support we strongly seek.

WHY AN NGO, WHAT MISSIONS, WHAT GOVERNANCE?

CambioNet International is an NGO dedicated to innovation and progress in the Caribbean/Amazon region. There are many NGOs in the region working in the field of humanitarianism, playing a crucial role in raising awareness about inequalities and being essential in conflict resolution. They urge state authorities to take action, engage in lobbying, and alert public opinion.

CambioNet International NGO aligns with this approach, yet distinguishes itself by its commitment to anticipate and create favorable conditions for the flourishing of populations in a virtuous manner.

To meet the objectives of this significant and new Caribbean/Amazon ambition, several conditions deserve to be fulfilled:

  • Being able to work together on significant scales within the Caribbean/Amazon space;
  • Deploying specific ad hoc tools to support and facilitate cross-fertilization and cooperation (information systems, observatories, thematic networks, living lab platforms, associated laboratories, etc.) in the service of innovation and regional development;
  • Enhancing the attractiveness of young people towards new prospects offered by life-related professions, by designing high-level Caribbean/Amazonian training programs (DU, bachelor’s degree, joint masters, theses, etc.) around bioeconomy in its multisectoral dimension (agriculture, forestry, fishing, energy, transportation, tourism, etc.) aiming to prepare a future generation of Caribbean and Amazonian development professionals, capable of engaging in dialogue on bioeconomy in its various components for territorial growth and employment;
  • Identifying pilot territories to initiate impactful regenerative bioeconomic transitions with a ripple effect;
  • Developing a strategy to mobilize private and public funding to secure initiatives and actions in the medium/long term;
  • Ensuring the support of governments and major regional institutions: European Commission, CARICOM, OECS, AEC, FAO, IICA.

The existing research and training institutions, despite their intrinsic performance, currently only address the challenges posed to us in a segmented and partial manner, considering the holistic dimension required to address the bioeconomic transition. One of the major roles of the NGO CambioNet International will be to bring together stakeholders around a shared strategic vision of bioeconomic development. Furthermore, there is an increasing need for breaking down barriers between the academic sphere—in all its thematic variations—and third places of research (advocacy associations and civil society organizations), through organizational modes and functioning more conducive to the expression of transdisciplinarity.

Establish a regional governance at the crossroads of civil society and academic and decision-making spheres, aiming for a balanced and responsible exercise of strategic decision-making and implementation (see statutes).

Support and facilitate initiatives around impactful actions and projects.

Co-build learning and regional integration programs for young people.

Build and equip the scaling-up approach, following a succession of stages to be arranged over time and space.

CAMBIONET FOUNDATION AND PRIORITY ACTIONS

NGO CambioNet International is based on the substantial capital bequeathed by the CambioNet project, namely:

  • The recognition and highlighting of the potential of the Caribbean/Amazon region as a strategic area for cooperation and value creation;
  • constitution of consortium/ecosystem unique, structured around a chain of expertise and value, bringing together academic actors in exact and natural sciences as well as human and social sciences, professionals in participatory sciences for innovation, decision-makers, and those in the professional sphere organized in networks (farmers, agro-transformers);
  • implementation of original instruments (see figure below) dedicated to facilitating cooperation in the regional space:
    Information System with features such as the digital library, the Caribbean and Amazonian Observatory for Bioeconomy and Agricultures “OCABA” the platform for disseminating best practices « CARAPs »
    – Innovation system hosting the network platform of distributed living labs in all partner countries, the platform dedicated to training and learning « Cambionet Technical Schools », and startups ecosystem
    – Decision Support System addressing the issue of adaptation of agricultural policies in support of ongoing transitions
    – Mediation system (website, YouTube channel, FaceBook page, …)
    – The Territorial Impact Support System ‘PACT

To strengthen its already widely acquired legitimacy in the implementation of the eponymous project, the NGO CambioNet International, in addition to its Board of Directors, will establish a Scientific Council composed of regional and internationally recognized experts, covering as much as possible the dimensions of bioeconomy and symbiotic economy.

Among the priority actions, the NGO CambioNet International plans:

1. The most successful valorization and dissemination of the results of the CambioNet project

2. The assembly and submission of phase II of the CambioNet project, designated by CambioNet+, and the encouragement of local actions as part of the global dynamic driven

3. Animation and consolidation of Regional Governance

4. Strengthening the office’s constituent team through recruitment based on allocated funding

In a second stage (horizon 2027), the NGO, depending on its progress and its consolidation, will be able to consider, as part of its transformation mission, the taking into account of new themes relating to the bioeconomy (fishing, aquaculture, forestry, energy), while considering a potential opening to other basins and communities sharing realities and related issues, i.e. territories of the Indian Ocean and the Pacific Ocean.

The NGO CAMBIONET INTERNATIONAL WILL THEREFORE BE COMMITTED TO:
